Intermodel Review Committee Report, City of Gardner, Kansas; July 10, 2006

Report Description: This report was the end product of a process established by the City of Gardner, Kansas, to review a large development proposal by BNSF Railroad. The Mayor and City Council appointed a “blue ribbon” citizens panel to identify all possible benefits, potential concerns, and make recommendations regarding what should be considered as a part of a development agreement with the railroad should the City decide to annex the 1,100 acre site for the new intermodel facility and Logistics Park. All meetings were open to the public and the entire process was facilitated and moderated by Art Davis. The public attendance ranged from 20 to 700, during the three-month, eight meeting due diligence process. Art Davis worked with City staff to develop the initial “straw man” document which was modified based on input and direction from the Intermodel Review Committee, and presented by the Committee to the Planning Commission and City Council on July 10, 2006.
